Allan Mua Illingworth is a Monitoring, Evaluation, and Learning (MEL) specialist of Pacific Island heritage with over 20 years of experience in international development across the Pacific Islands, and with First Nations in Australia.

He is an Adjunct Research Fellow at La Trobe University’s Centre for Human Security and Social Change, where he supports culturally grounded research and MEL services for multi-country programs. In this role, he works with governments, civil society, and academic partners to strengthen evaluation systems, enhance evidence use, and promote locally led approaches to development.

Allan is also the Director of Mua’akia Consulting, a Fiji-based firm specialising in Pacific participatory evaluative approaches and MEL system design and delivery for international development programs. His professional background includes senior consulting MEL roles with bilateral donors such as DFAT and MFAT, regional organisations including the Pacific Islands Forum and the Pacific Community (SPC), and managing contractor firms such as ABT Global, Palladium and Tetra Tech.

A committed advocate for Pacific leadership in evaluation, Allan actively fosters the growth of Pacific evaluators and contributes to advancing Pasefika ways of knowing, MEL, research, and learning practices via a personal project which is Insight Pasefika.
