Dr Chang Liu is currently a Lecturer (Assistant Professor in U.S. systems) with the Department of Computer Science and Information Technology, La Trobe University, Melbourne, Australia.

Dr Liu received the PhD degree from Dalian University of Technology, China, in 2017. In 2015, he was a joint PhD Scholar with the University of Tennessee, Knoxville, TN, USA. Before joining La Trobe University, he held research positions at several leading institutions, including a Post-Doc Research Fellow at the University of New South Wales, Sydney, Australia, an Alexander von Humboldt Research Fellow at the Friedrich Alexander University Erlangen-Nuremberg, Germany, and an Assistant Professor (Research) at The Hong Kong Polytechnic University.

 

Dr Liu has published over 70 papers (including 31 Q1 papers and 20 first-authored papers) in leading journals and conferences, accumulating more than 3,000 citations and an h-index of 25. He is a first author of three IEEE JSAC papers, the field’s most prestigious journal (impact factor 17.2), comparable to Nature Communications in influence.

 

He is a recipient of the Alexander von Humboldt Research Fellowship (Life Honour, Germany’s most prestigious international fellowship) and the La Trobe University Vice Chancellor's Research Excellence Award (One of only two university-wide recipients). Moreover, he has been consistently recognised among the World’s Top 2% Scientists by Stanford University since 2022. His papers have received multiple distinctions, including one IEEE Best Paper Award, one ESI Hot Paper (top 0.1% most cited worldwide), and four ESI & SciVal Highly Cited Papers (top 1% most cited worldwide). Several of his works have been featured in IEEE Best Readings, IEEE Selected Ideas in Communications, and IEEE Popular Articles lists. Dr Liu currently serves as an Editor of the IEEE Transactions on Communications (Q1, IF 8.3), one of the field’s flagship journals. He is also the EDAS Chair of IEEE PIMRC 2026, the Publication Chair of IEEE ISWCS 2026, a Founding Member of the IEEE ComSoc Special Interest Group on Machine Learning for Communications, and has served as a Session Chair at IEEE ICC 2017, the society’s premier annual conference.

 

Over his career, Dr Liu has secured 14 research grants across Australia, Germany, and Hong Kong, totalling approximately AUD 1 million in funding. Among these projects, he worked as a Chief Investigator of the Alexander von Humboldt Fellowship (Germany), Industry-Funded Projects with AUPACITY Pty Ltd (Australia), a Research Start-Up Package from The Hong Kong Polytechnic University, and an Early Career Researcher Grant from the National Natural Science Foundation of China. 

 

His research interests span machine learning in communication and sensing systems, with a focus on Internet-of-Things (IoT), Vehicular-to-Everything (V2X) networks, and Low-Altitude Wireless networks (LAWN), supported by enabling technologies including large language models, integrated sensing and communication (ISAC), intelligent reflecting surface (IRS), orthogonal time frequency space (OTFS), and other emerging 6G techniques. The outcomes not only advance the global knowledge base but also address critical industry and societal challenges in ubiquitous connectivity, resilient digital infrastructure, and intelligent transformation.

8/2026. Our paper, “Game-Theoretic Multi-Agent Reinforcement Learning for Swarm Trajectory Planning in Low-Altitude Wireless Networks,” with my PhD student as the first author, received the Best Paper Award at IEEE ICCC 2026 (Top 1.5% of accepted papers).
