  • The research discusses three issues: • Is there adequate evidence to discuss, from an empirical perspective, how well plain language works in relation to legislation? • What are relevant goals of plain language advocates in relation to legislation? • Do the empirical studies of plain language show that the goals for legislation have been or can be achieved? A key finding of the research is that an unqualified yes or no to the question whether plain language techniques work in relation to legislation is not appropriate. The tentative answer to the question whether plain language works in relation to legislation is: it depends on which document, which user, and which goal we are talking about.
